Abandoned Power Station, Exterior #3

Here is a rear view of this strange abandoned military building on the edge of Edmonton, Alberta. Note the "penthouse" type structure on the top. There appears to be no way to reach this area except for through a small hole in the ceiling of the room below. Someone has hung a rope there to gain access. Perhaps at one time there was a ladder?
